Foreigners Reminded of 2026 Annual Immigration Reporting in the Philippines

The Bureau of Immigration (BI) hereby reminds all registered foreign nationals and ACR I-Card holders in the Philippines—excluding holders of Temporary Visitor or Tourist Visas—of their legal obligation to personally report for the 2026 Annual Reporting (AR). This mandatory requirement must be fulfilled at designated BI offices within the first sixty (60) days of the calendar year.

The Annual Report for 2026 shall be held from 01 January to 01 March 2026. At the discretion of the Immigration Commissioner, failure to comply will result in settling an administrative fine or prosecution and, upon conviction, will be punished by fine or imprisonment, or both, in accordance with Section 10, paragraph 2 of R.A. 562, as amended by Section 2 of R.A. 578 and Section 5 of R.A. 751.

Below are the requirements for the 2026 Annual Reporting:

  1. Access and complete the online registration form and ensure all required fields are filled out completely.
  2. Present the original valid ACR I-Card for cardholders or the original paper-based ACR as required.
  3. Original Valid Passport;

a. Foreign nationals with expired passports are required to submit an affidavit of undertaking to secure a passport to the Registration Officer (RO).
b. Native-born foreign nationals without passports are required to submit an affidavit of no passport issued since birth with undertaking to secure a passport to the RO.
c. Refugees in accordance with Section 47(b) of CA 613, as amended, or stateless aliens under Section 13, paragraph (a) of DOJ Department Circular No. 793 must present original ACR I-Card or paper-based ACR.
d. RA 7919 visa holders with pending applications for re-stamping of the new RA 7919 security visa imprint in compliance with Immigration Administrative Circular No. SBM-2015-001 are allowed to to undergo the AR 2024, given they present Certification of pending application for ASIO re-stamping issued by the RA 7919 Unit.

  1. Official Receipt (OR) covering the latest payment of the Annual Report Fee.

Moreover, the 2026 Annual Report for the Bureau of Immigration main office in Intramuros, Manila, will be conducted at Robinson’s Place Manila (3rd Level, Center Atrium, near the food court) from 9:00 AM to 6:00 PM, Mondays to Fridays, excluding holidays.

In addition, the Virtual Annual Report is accessible 24/7, including holidays, for registered foreign nationals in the Philippines with valid visas. Simply register at the BI e-services page, pay the fees on the same day via Maya, GCash, Credit Card, or Landbank, and ensure compliance. If the OPS expires, request re-issuance through your BI e-services account.

The clients can choose their preferred time and date of the appointment within the Annual Report period for the online interview and must settle the assessed fees within 24 hours from the time of the issuance of the Order of Payment Slip (OPS). Fees can be paid through Maya, GCash, Credit (Visa/Mastercard), and Landbank.

Departing foreign nationals must settle their annual report fees before obtaining the Emigration Clearance Certificate – B (ECC-B), as mandated by Section 22(a) of CA 613 and Section 10 of RA 562, as amended.

A foreign national may be exempted from personal appearance only under the following circumstances:

  • Minors under fourteen (14) years of age;
  • Senior citizens aged sixty (60) years and above;
  • Individuals who are mentally or physically incapacitated, provided that a valid Person With Disability (PWD) Identification Card is presented as proof; and
  • Pregnant women and foreign nationals who are medically unfit to appear in person, provided that a medical certificate issued by the attending physician or the hospital where the individual is confined is submitted.

Annual reporting made via representatives is only allowed to exempt foreign nationals from appearing personally during the yearly reporting. Representatives of the non-citizen must present the following requirements:

  1. Proof of exemption
  2. Special Power of Attorney (SPA)
  3. Official Receipt (OR) covering the latest payment of the Annual Report Fee.
  4. Original ACR I-Card of reportee
  5. Original valid passport

*EXCEPT holders of Temporary Visitor’s Visas or Tourist Visas.

General Requirements for Annual Reporting for Foreign Nationals

For Personal Appearance:

Personal appearance is required for annual reportees and no representative of these foreign nationals shall be permitted during the 2026 Annual Report, but the reporting foreign national may be allowed to be accompanied by another person.

  1. Original ACR I-Card for cardholders or original paper-based ACR (Foreign nationals with an ongoing ACR I-Card application is still allowed to undergo the 2026 AR as long as they provide proof of the pending application or the claim stub with the official receipt)
  2. Valid Passport with appropriate latest admission

For Application filed thru Authorized Representative by Aliens Exempt from Personal Appearance:

  1. Proof of exemption
  2. Original ACR I-Card for cardholders or original paper-based ACR
  3. Applicant’s Valid Passport
  4. Official Receipt (OR) covering the latest payment of the Annual Report Fee.
  5. Special power of Attorney (SPA) with the valid government-issued ID of legal representative

I am 85 year old an heavenly handicaped.
